12 minutes? Your tattoo must be tiny! Mine was like being cut with a sharp knife for two hours when my tattooist used a 14-point needle to colour in the solid black. I had to contain the pain, but doing this just makes you understand the nature of physical pain and how it can be managed. A rite of passage in many ways.
The price is going to depend on what you are having done and the artist/studio that is going to be doing the tattoo. The pain, at least for me, depends more on where you get it than anything else. I have one on my leg that the most uncomfortable part was the way I had to sit, it didn't hurt at all otherwise and ones on my inner wrists that hurt alot. All in all, the pain is more an annoyance than a severe pain. It also kinda itches. If the pain were getting to you, ask the artist to stop for a couple of minutes. I've never had one that wouldn't stop so I could relax or just take a moment.
With tattoos, always bear in mind you get what you pay for. Check out the artist thoroughly. Look at pics of previous pieces they've done. Make sure they are good.
Make sure the piece is something you will still be happy with years from now.

I compare it to a bee sting that lasts longer and then just when you can't take it anymore they pull the needle off for more ink. I would suggest getting a small one to start that way you can gauge your pain tolerance for it and it will cost less.
I love both of mine and plan on getting two more when the fates allow.
I have a fall maple leaf on my back and a snowflake on my right upper arm. The snowflake is bigger and hurt more than the other. But I have a fairly high pain tolerance.

I didn't think it was pricey. Mine was $80 and it was annoying...but not painful...but I have given birth so pretty much every thing else considered painful is a walk in the park. There is a pic of it on my page.
I've given birth three times...I'd say that there's different degrees of pain. I could do birth again...just not sure about being stabbed continuously for an hour by 4-10 little tattoo needles (or however many they use). I personally found (or remember) the IV needle being more painful than the actual birth...but then again, they stabbed me 5 times in one hand and 3 in the other at one birth.

They can be pricey but you pretty much get what you pay for. I have a total of nine tattoo's and i do have to say that they did hurt but it was definitely worth it..i know its a weird thing to say but you get sort of used to the pain. All in all i would say to check out more than one tattoo shops and make sure they are CLEAN!
Yes, it's pricy--so get to know your tattoo artist before you get inked. Many of them have fine arts degrees and they expect to be paid accordingly. The good news is that you'll get something that you'll be proud to live with for a long time--which is what you want I would think.
As to pain--that's relative. To me it feels like a minor sunburn nothing more.
