Judging from the blue.. it might be Celtic.. as blue is their sacred color.... also it can be relative to Morrigahn.... who can shape shift into one...

But then again there is much to be said about the Celtic influence rubbed off on the Norse peoples.. and that could mean either one of Odin's ravens..... which were his eyes... they were called "memory & mind"

But on the other hand if the symbol is native.. then chances are.. it is either the zodiac of the "crow" or the trickster spirit
